Rebecca L. Penn was born on April 9, 1981 in Long Beach,
California and was raised primarily in Olympia, Washington. She
graduated from the University of Washington as a student of the Honors
Program and with a degree in Political Science.
Ms. Penn worked for the Washington State Legislature as a
Legislative Assistant in both the State Senate and House of
Representatives from 2002 to 2004. Following her work in the
Legislature, she pursued a degree in law at the Seattle University
School of Law where she graduated cum laude in 2007.
While in law school Ms. Penn participated in Moot Court Competitions and
served as a law clerk for various public interest law groups including
the Institute for Justice and the Center for Environmental Law and
Policy where she focused on constitutional and environmental law. She
also served as an externing law clerk for the Honorable Monica J. Benton
at the United States District Court for the Western District of
Washington where she drafted Response and Recommendations in review of
Administrative Law Judge’s decisions to deny claimants’ benefits under
the Social Security Act.
In 2007 Ms. Penn moved with her fiancé Dr. John Beck to Danville,
Pennsylvania. Upon her arrival she served as a clerk to the Honorable
William S. Kieser at the Lycoming Court of Common Pleas.
Ms. Penn is admitted to practice law in the State of Pennsylvania and is
a member of the Pennsylvania Bar Association and the Lycoming Law
Association.
