Rebecca L. Penn was born in Long Beach, California and was raised primarily in Olympia, Washington. She graduated from the University of Washington as a student of the Honors Program and with a degree in Political Science in 2003.
Ms. Penn worked for the Washington State Legislature as a Legislative Assistant in both the State Senate and House of Representatives from 2002 to 2004. Following her work in the Legislature, she pursued a degree in law at the Seattle University School of Law where she graduated cum laude in 2007.
While in law school Ms. Penn served as a law clerk for various public interest law groups and served as an externing law clerk for the Honorable Monica J. Benton at the United States District Court for the Western District of Washington.
In 2007 Ms. Penn moved with her husband, Dr. John Beck, to Pennsylvania. Upon her arrival she served as a clerk to the Honorable William S. Kieser at the Lycoming Court of Common Pleas.
Ms. Penn joined the law office of Mitchell, Mitchell, Gallagher, Weber & Southard, P.C. in July of 2008. She is admitted to practice law in the State of Pennsylvania, the United States District Court for the Middle District of Pennsylvania and is a member of the Pennsylvania Bar Association, the Lycoming Law Association and the Lycoming County Inns of Court.
