Robert A. Gallagher has been in private practice since 1981, focusing on civil defense litigation.  He has practiced in the area of worker's compensation for over 30 years.

Mr. Gallagher is well known in the region for his expertise in Workers' Compensation issues.  Mr. Gallagher has been a lecturer on workers’ compensation subjects for the Pennsylvania Bar Institute; the Pennsylvania Defense Institute; the Pennsylvania Bureau of Workers’ Compensation; the Lycoming Law Association; and for various manufacturing and industrial trade groups.

Mr. Gallagher is admitted to practice before all state courts in Pennsylvania, the U.S. District Court for the Middle District of Pennsylvania, and the U.S. Court of Appeals for the Third Circuit.

Mr. Gallagher was born in Hazleton, Pennsylvania on July 12, 1954. He received his undergraduate degree from the Pennsylvania State University in 1976, and his law degree, cum laude, from the Dickinson School of Law of the Pennsylvania State University in 1979. While at Dickinson, Mr. Gallagher was an Editor of the Dickinson Law Review. He was elected a Member of the Woolsack Society in 1982.

From 1979 to 1981, Mr. Gallagher was a Judicial Clerk for President Judge Thomas C. Raup of the Court of Common Pleas of Lycoming County.  Since 1981, Mr. Gallagher has practiced with Mitchell Gallagher P.C.

Mr. Gallagher is active as a Master of the Charles F. Greevy American Inn of Court and was elected President for the 2012-2014 term.  He is a member of the Pennsylvania Defense Institute (Workers’ Compensation Committee) and the Defense Research Institute.
